[Problem] To make it possible, in a beauty and health device making it possible to apply a cosmetic or the like while heating or cooling the body surface of a user, to easily refill the cosmetic and continue to use the device even if the cosmetic or the like has been used up. Further, to make it possible to use the device by attaching different types of cosmetics according to the site of use and preference. [Solution] This beauty and health device is constituted by: a cartridge (20) that stores a fluid content (25), which provides a cosmetic effect and/or a health effect by being applied to a body surface part, and is provided with an outlet (26) through which the content (25) flows out and a delivery section (23) for causing the content (25) to flow out from the outlet (26) upon receiving an external force; and a casing (10) that removably accommodates that cartridge (20). Additionally, the casing (10) is equipped with: an application section (12) that has a discharge port (12a) aligning with the outlet (26) of the cartridge (20) and an application surface (12b) for applying the content (25) which has flowed out of the outlet (26) and the discharge port (12a); a temperature acting section (14) that is built into the application section (12) and heats or cools the application surface (12b) by electric power; and a battery accommodating section (10b) that accommodates a battery (40).
