While many technocrats focus on the technical risks associated with innovation, perhaps the greatest risk to the adoption of the technology is the risk that it may be rejected by popular public opinion. A good example of this is the strictly limited use of food irradiation. We see public outrage emerge over the erection of cell phone towers. On the other hand the public readily accepts microwave ovens, why?
