The author examines three key elements of the Benton County Emergency Management Council (BCEMC) used to create and maintain an ongoing community-based disaster program. She features the findings of a case study that describes the establishment and organisation of the BCEMC and how it reduces future disaster losses and improves emergency response capabilities.
