The highly toxic medium sampling device comprises a sample chamber, wherein the sampling chamber is connected with a reactor through a first two-way valve, the outflow port of the sampling chamber is connected with a first connector of a four-way connector through a second two-way valve, a second connector of the four-way connector is connected with detoxification solution through a third two-way valve, a third connector of the four-way connector is connected with a cleaning device through a fourth two-way valve, a fourth connector of the four-way connector is connected with a tee valve, and the tee valve is provided with a first position communicated with a sampling bottle and a second position communicated with a fifth two-way valve. The invention also provides the highly toxic medium sampling method. The invention has the beneficial effects that the highly toxic medium can be sampled when the tee valve is in the first position, the residual medium in the device can be detoxified and cleaned when the tee valve is in the second position, and operators can be prevented from being injured by the medium when filling and taking the sampling bottle.
