This article examines the changing role of local systems of education, while reporting a survey of teachers in the municipality of Regente Feijo. Its goal is to capture the social representations about public school and pupil. The research represents a continuation and deepening of qualitative survey conducted with 533 teachers from 10 cities of regional UNDIME Presidente Prudente and Presidente Epitacio. The survey instrument used involves open and closed questions as well as the use of software EVOC and content analysis to categorize the data collected. It was found that teachers often encounter difficulties in dealing with the real customers of the school, which raises the urgency for a specific job training in this relational context. Hence, we seek, through this research, raise the educational needs of teachers, aiming to build, with municipalities, continuing training activities appropriate to consolidate their networks in terms of a quality education. We want, thus, to create a partnership that makes effective the social commitment of the university to provide subsidies to municipalities in order to enable them to fulfill productively their new roles as educational system.
