Desastres naturais em destinos turísticos: o caso do município de Nova Friburgo

This study aims to identify how was performed the management of the crisis installed in Nova Friburgo, county in the mountainous region of the estate of Rio de Janeiro, after the January 2011 disaster, and compare it to the crisis management model done by Dwyer in his article Tsunamis, hurricanes, terrorism, and ???: Lessons for the global tourism industry. This model consists of six pillars, which are crisis management strategic measures for the recovery of touristic destinations hit by disasters. Each one of the pillars was established from lessons learned with the Tsunami, which hit Asia in December 2004, and the hurricane Katrina that devastated New Orleans in August 2005. It was possible to conclude that, according to the Dwyer model, Nova Friburgo municipal government showed inefficiency in the adoption of strategic measures to manage the crisis in the county. None of the model pillars was completely followed, only three of them were awarded with some emergency measures adopted. Those pillars that are directly linked to tourism did not presented actions, showing that tourism was not a priority sector in decision- making by the municipal government to restructuring Nova Friburgo. To conduct this study was made a qualitative research, which is the application of structured interviews with actors strategically chosen ant also a documentary analysis of the minutes of the meetings of the city council of Nova Friburgo, related to the period from January 2011 to December 2011.
