The invention uses the manual waterwheel driven by hands or feet as the driving force for the circulation of water, thus the flow characteristic of water body and the oxygen content are increased, electricity is not consumed and the system of the invention belongs to a circulating and purifying system which is completely driven by clean energy. Meanwhile, the system can be integrated with the landscapes on the sides of the river, lake or pond and be a facility for the sports and leisure and entertainment of the residents.
