The invention discloses a charging method, which comprises the following steps: receiving a session request sent by an access point (AP), wherein the session request contains service information about an access point identifier and a request; generating a first charging ticket according to the received service information about the access point identifier and the request, and sending the first charging ticket to a charging server; and charging a service corresponding to the executed service information on the request by the charging server by using the received first charging ticket. Through the charging method, the session charging initiated by a Femto AP is achieved, the changes on architecture and signaling in a communication network are small, and the implementation cost of the schemeis low. The invention also discloses a charging system and a ticket generating device.
