As one of the major nations of emigrants, China has a long historical trajectory of migration legislation and a large reservoir of migration laws and policies, which reveal how Chinese governments kept close surveillance on human mobility; how the state defined its relationship to emigrants, returning migrants, and foreign nationals; and how China positioned itself in the changing local and global contexts.
