No CCS in Germany Despite the CCS Act

The implementation of the EU Directive on CCS into German law was a controversial political process with different and unusual lines of conflict – between, but also within parties both at the federal and state level, between federal States (Lander) and the federal government, between NGOs and scientific advisory boards. Because the German federal political system opens up the opportunity for States to influence the policy making process strongly, some States succeeded in implementing provisions into the Federal CO2-storage law which provides States the principal opportunity to bar storage projects. Therefore, it is almost certain that in the next years not a single CCS-demonstration project will be realized in Germany.
