Impervious surface area and regional precipitation has increased due to climate change as a result of various developmental activities associated with urbanization and industrialization; such changes are detrimental to and pose a threat to human lives. Unlike the previous factory-oriented model of the standardized industrial complex, the Seok-mun National Industrial Complex aims to establish a test-bed for developing a futuristic industrial complex. Besides being a water detention basin for flood control, the test-bed is a comprehensively designed waterfront for irrigation, flood control, and the ensuring of water quality. To ensure a hybrid-type waterfront, serving a variety of functions as a detention basin and other needs of an industrial complex, it is necessary to establish a water circulating system for the drainage area of this complex. To ensure the sustainability of the Seok-mun detention basin, solutions need to be explored for securing water and for assuring the quality of water inflow into the detention basin at time of precipitation need to be explored. In the present study, a comprehensive investigation was conducted on water circulation, water sources, and water treatment facilities to ensure the quantity and quality of water by examining . In the present study, we analyzed whether the establishment of a water circulating system, which could separately manage the detention basin and irrigation canal, would be the most appropriate approach.
