Central issues in the examination of the Japanese transport policies and the disabled are the extent of progress that has been made in providing an urban transport infrastructure that reflects the needs of the disabled and what measures remain necessary. This article discusses the directions Japan should move in. It considers improvements in the physical features of urban transport systems which constitute a part of the social infrastructure. It then clarifies important elements of the transport system and points out areas for change, followed by suggestions for specific improvement.
