period in its life. It finds itself today at the crossroads and seems to be finding it difficult to comprehend the path it has to take. It is trying to find its own identity: reorient its perceptions and endeavour to determine the role it has to play in the changed context of international politics.1 The movement has lost much of its earlier vigour having entered a dark tunnel unsure about the ray of light that will help it to find its path in the present day world. This grim picture has mainly resulted because of the farreaching changes that have taken place in the realm of international environment. The process of detente vigorously pursued by the super powers has culminated in inducing revolutionary changes in East-West relations and established a new equation among countries of the two blocs. The recent Paris treaty of disarmament signed by the super powers and their 21 NATO and WARSAW allies has altered irrevocably the international environment. Consequently the era of cold war has become a thing of the past and detente has become a little more firm and stable. The antagonistic blocs appear to be disintegrating.1
