A core structure for vacuum insulation of the present invention comprises three or more layers of laminate structures by alternately stacking a high-density inorganic fiber sheet and a low-density inorganic fiber sheet, wherein a difference in bulk density at atmospheric pressure between the high-density inorganic fiber sheet and the low-density inorganic fiber sheet is 50kg/m 3 -200kg/m 3 . The bulk density of the high-density inorganic fiber sheet at atmospheric pressure is preferred to be 100kg/m 3 -300kg/m 3 , and the bulk density of the low-density inorganic fiber sheet at atmospheric pressure is preferred to be 1kg/m 3 -100kg/m 3 . A vacuum insulation panel of the present invention is formed by allowing the core structure to be embedded in an outer shell, wherein the outer shell blocks the inflow of external air and the atmospheric pressure inside the panel is 0 Torr-0.1 Torr. Under this pressure condition, the thickness of the core structure of the vacuum insulation panel is preferred to be 5mm-30mm.
