A short message system comprises configuration unit for configuring retry policy corresponding to sending failure reason of short message and for synchronizing said policy onto retry policy management unit as well as for providing configuration boundary for user, retry policy management unit or realizing said retry policy to carry out storage and retransmission of short message according to said retry policy, signaling gateway for being connected to retry policy management unit and for carrying out communication with signaling kernel network.
