15. MATSUI KEISHIRŌ (1868-1946). An Efficient Public Servant London, 1925-28

Matsui Keishirō had a distinguished diplomatic career which included the posts of Vice-Minister for Foreign Affairs, Ambassador to France, one of the chief delegates to the Paris Peace Conference, Minister for Foreign Affairs and Ambassador to Britain, which was his last post. Matsui was born in Osaka on 5 March 1868. The most important event when Matsui was in London was the conclusion of the Anglo-Japanese Alliance. With the alliance safely negotiated, Matsui left London in July and returned to Japan in September for the first time in seven years. The major event during his time in Paris was the signing of the Franco-Japanese Agreement of 1907. During his time in Paris one of his most important assignments was to attend the various meetings of the Allied countries such as the Supreme War Council.
