OVERCOMING INSTITUTIONAL ROAD BLOCKS TO IMPLEMENT INNOVATIVE TECHNOLOGIES

This paper is designed to describe the Highway Innovative Technology Evaluation Center (HITEC): what it is, how it works, and how it offers new opportunities for overcoming both technical and institutional barriers which have traditionally constrained the introduction of innovation in the highway system.
