The invention discloses a laser three-dimensional positioning device and a positioning construction method for an elliptic curved building. The laser three-dimensional positioning device is composed of a laser emitting device array, a roller, a rotating controlling module, a telescopic device and a remote controlling device, and an axis of the curved building can be precisely positioned; the positioning construction method comprises the steps that firstly a curved face where the axis of the elliptical curved building is located is divided into m parts and n layers in the horizontal direction and the vertical direction correspondingly, and the curved face is totally divided into m*n parts; then a plurality of small face plates are sufficiently calculated and machined according to changes of the height and curvature of each curved building; and then the small face plates at the lowest layer are horizontally spliced in the axis direction, then bolts are used for fixing and formworks are composed; positioning and installing are conducted by the laser three-dimensional positioning device in the splicing process; after installation of the lowest layer of the formworks are finished, concrete pouring is conducted; and after construction is finished, the height of the formworks of the two sides of the curved face where the axis is located is raised by one layer, and then the next layer is constructed until the height h of the building is reached.
