Measurements of $\overline{\nu}_{\mu}$ and $\overline{\nu}_{\mu} + \nu_{\mu}$ charged-current cross-sections without detected pions or protons on water and hydrocarbon at a mean anti-neutrino energy of 0.86 GeV
