Вибір стратегій управління ресурсами в проектах розвитку міських агломерацій.

The paper covers the problems of managing resources in the process of urban agglomerations development. When choosing the strategy for managing resources of urban agglomerations it is necessary to take into account the features of the subject and the object of project implementation, its consistency with objectives of socio-economic development of the territory, type of the project, the existence of the information base containing the information about the state and prospects for own resource provision to implement it. The process of resource support to the implementation of projects on urban agglomerations development includes consideration of the resource base of the territorial communities – members of agglomerations, analysis of trends in its changes and reproduction, recommendations on its efficient use in terms of resource mobilization. Management of the territory development resources is characterized by complexity, informational content, complex nature of decision making processes and involves the use of a special resource management system. When forming a special system for managing territory’s resources the normative legal base is analyzed and improved, methodological and technological schemes of the information system for decision making is developed, goals and tasks of the resource management system’s activities and competence are identified.
