The Policy-Making System

Having considered the ideological aspects of the Review, and argued for its essentially pragmatic nature, we must now consider the creation of the central Review documents, its policy statements, and the conduct of the Review itself. The conduct of the Review required its own policy-making system within the Party. In essence this usurped Labour’s existing policy-making structures at least for the period of the Review, and these new systems were in turn considered as possible replacements for perceived weaknesses in Labour’s policy system.
