Automatic stopping/restarting device for internal combustion engine

For each ignition period after the automatic stopping of an internal combustion engine, the rotational velocity for the next and subsequent ignition periods is predicted, and on the basis of the result of a comparison between the predicted rotational velocity and an independent recovery determination rotational velocity a determination is made regarding whether to permit an independent recovery restart, thereby reliably performing an independent recovery restart.
