Competencias básicas como derecho a una educación de calidad en los aspirantes a la Universidad

In the context of the COVID-19 pandemic, Ecuadorian universities implemented actions to mitigate the health emergency aimed at guaranteeing quality education. In this sense, the objective of this research was to develop a diagnosis, through a structured instrument, to measure the basic competencies necessary for admission to a particular university in Ecuador. This diagnosis made it possible to identify the level of competencies of the applicants, as a result of the level of fulfillment of the right to a quality baccalaureate education. For this purpose, the instrument was developed and applied virtually to the applicants. Once the process was completed, the results were analyzed and delivered. The results obtained show that the average level of the applicants is below the national average in the higher education entrance exam (Ser Bachiller). In addition, in the four competencies evaluated, applicants are located on average at the lowest levels. This reflects a lack of compliance with the provisions of the Constitution and the LOEI in relation to guaranteeing quality education at the baccalaureate level. This in turn implies additional efforts by the University to equalize these competencies in the first levels of training and thus comply with a quality higher education, relevant, with equal opportunities, seeking permanence and terminal efficiency, a challenge that is accentuated in the context of the pandemic.
