The invention discloses a coke oven gas, tar, flue gas joint generating and composite fertilizer manufacturing system, which comprises the following parts: fuel gas generating device, by-pass flue gas disposal device, steam engine, three-phase synchronous generator II, ammonia-water steam disposal device, gravity deduster, hot water tank, smoke draining device, second electric three-way valve, double-pressure residual heat furnace and ammonia adsorbing reactor, wherein the double-pressure residual heat furnace is set between first electric three-way valve and second electric three-way valve; the ammonia adsorbing reactor is set between second electric three-way valve and main chimney of smoke draining device.
