In this sliding shaft, the outer peripheral surface (21a) of a male shaft (21) is covered with a resin cover layer (27) formed by a powder fluidized-bed coating method using a powder coating material which includes a base resin and an aliphatic compound. This steering device comprises said sliding shaft as an intermediate shaft for transmitting steering force.
