After the 1992 General Election the Party was left with a problem. The Policy Review had been widely perceived as an excellent mechanism for ridding the Party of embarrassing policy commitments, such as unilateral nuclear disarmament, but less effective at providing a positive agenda for a future Labour government (Seyd, 1992, 85). In particular the Party’s taxation policy was seen as an electoral weakness serving to alienate ‘middle income’ voters.
