ROADS CAN MAKE OR BREAK A NATION

Senator Daniel Patrick Moynihan discusses his vision for spending $105 billion over the next five years for highways and mass transit. He foresees a new Federal transportation program based upon three principles: (1) Improving the efficiency of the system we now have; (2) Turning the initiative in transportation matters back to states and cities; and (3) Making transit an option for cities.
