The purpose of this study is to examine the policy direction by analyzing multicultural education plans of the Gyeonggido Office of Education. In order to attain this purpose, we gathered multicultural education plan documents of 10 years from the Gyeonggido Office of Education. Then we analyze the 2010, 2014, 2018, 2020 year plan document to see the change of direction in multicultural education policy. Jenks, Lee, & Kanpol (2001) suggest concepts of conservative and liberal, critical multiculturalism. We use this concepts to interpret policy. The results of this study are as follows: the conservative multiculturalism policy was maintained from 2010 to 2020, but it has developed into the systematic support system. The liberal multiculturalism policy has expanded. The conservative and liberal multiculturalism policies have been effective. The critical multiculturalism policy was presented as we recognized the terms ‘equality, providing opportunity’ in the 2018 plan. In addition, the multicultural global school is a new model school for all students. The Gyeonggido Office of Education tries to revise the law to implement multicultural education. In conclusion, we can find an effort by the Gyeonggido Office of Education to pursue multicultural education in a desirable direction.
