INCREASING SKILLS OF LABOUR-BASED CONTRACTORS THROUGH TRANSFER OF APPROPRIATE ROAD SURFACING TECHNOLOGY

Minor roads in rural and urban areas are vital to the socio-economic well being of communities by providing access to schools, clinics, jobs, neighbouring communities and higher order roads. The provision of bituminous surfacings either as spot improvement measures or on longer lengths of road can greatly improve wet season passibility and reduce maintenance needs. In urban areas and villages there are also additional dry season benefits from dust reduction. Bituminous surfacings constructed by labour-based techniques are a cost effective method of improving accessibility whilst providing opportunities for increasing the skills base of emerging contractors. The paper reviews some labour-base surfacing techniques which increase opportunities for the development of communities and small-scale entrepreneurs. (A) For the covering abstract see ITRD E106363.
