The invention relates to an anti-freezing composite heat-insulation board. The anti-freezing composite heat-insulation board comprises a heat-insulation layer and a modified cement base waterproof covering layer covering the periphery of the heat-insulation layer. According to the anti-freezing composite heat-insulation board, barium (strontium) calcium sulphoaluminate cement with an outstanding rapid-hardening and early-strengthening performance is used as a gel material and a hardened slurry body structure is dense, so that a heat-insulation material has a good anti-freezing performance; an emulsified asphalt demulsification and film-forming characteristic is used for further stopping the water absorption of the heat-insulation material and reducing damages to the heat-insulation material by volume expansion caused by the fact that water is iced under a negative temperature condition; the surface of an inorganic modified vitrified micro-bead is covered with a layer of thermosetting phenolic resin to form a closed cavity and the water absorption of the vitrified micro-bead is reduced greatly, and furthermore, the anti-freezing performance of the heat-insulation material is improved. The composite heat-insulation board provided by the invention has the advantages of waterproof and moisture-proof performances, high strength, good anti-freezing performance and the like.
