The tobacco shred feeding and processing device comprises a tobacco shred feeding machine mainly composed of a process circulating hot air pipeline, a roller, a power fan, a steam nozzle and an air input pipe. Process circulating hot air passes through the steam nozzle to enter the roller from the air input pipe under the effect of the power fan to be mixed with the tobacco shreds. The air input pipe is arranged below the central axis of the roller, an opening of the air input pipe faces upwards, and an included angle between the air input pipe can be adjusted in a range of 0-60 degrees. In the premise without arranging a temperature and humidity increasing device, the tobacco shred feeding and processing device can enable the process circulating hot air with steam to be in sufficient contact with the tobacco shreds to improve heat energy and material liquid absorbing efficiency so as to ensure the material liquid absorbing efficiency and uniformity of the tobacco shreds.
