THE INVENTION CONCERNS A METHOD FOR CONTROLLING THE FORMATION AND EMISSION OF SULFUR DIOXIDE IN BURNING FUEL OIL IN THE FORM OF AN EMULSION HYDROCARBON WATER IN. PURPOSE OF THE iNVENTION IS TO OBTAIN A METHOD FOR PRODUCING FUEL OIL FROM ASPHALT AND OIL WASTE BY FORMING A EMULSION OIL-IN-WATER. THIS AIM IS ACHIEVED BY MEANS OF A PROCESS WITH FORMATION OF EMULSION HYDROCARBON IN WATER AND ADDITION TO THIS EMULSION HYDROCARBON IN WATER OF A WATER SOLUBLE ADDITIVE , SELECTED FROM THE GROUP CONSISTING NA, K, LI, CA, BA, MG, AND MIXED FE, SO AS TO OBTAIN EMISSION LEVELS SO BY BURNING THIS EMULSION LOWER OR EQUAL TO 1.50 LIVREMMBTU (2 7 KGGCAL) (0,64.10KGKJ). THIS METHOD ALLOWS IN PARTICULAR TO CONVERT A FUEL HIGH SULFUR, ENERGY BY BURNING WITH A REDUCTION OF SENSITIVE OXIDE EMISSIONS SULFUR.
