The article deals with the issues of process automation of knowledge representation and estimation in the transition to the new generation of competence oriented academic standards. The article describes combined employment´s techniques (means) of expertise´s and opinion polls´ data for forming competences´ weight coefficient. Much attention is given to the problem of opinion polls data´s influence on expertise of particular competences´ importance in educational program. As a result of the executed work there is the function that describes the extent of opinion poll´s influence depending on its coefficient of variation. All that is directed first of all to promote educational programs´ maximal approach to the real needs of the labor market and to the modern trends of society. The main objective of the research work, of which the model described in the article is a part, is to reach a new level (raise the standard) of interaction between teaching staff at universities, employers and students.
