The SWOT is one kind of analysis technology of strategic plan research,and it is adopted extensively in regional plan research of recent years.The strength,weakness,opportunity and threat of Ba Yan Nor city are analyzed with SWOT analysis method from the degree of environmental protection,aimed to draw up the Development Plan Environmental Impact Assessment of Ba Yan Nor city.The result shows that increasing type strategy should be dominated while consideration must be given to other three type development strategies..
