The invention discloses an aluminum-free cigarette lining paper which comprises raw paper and a barrier layer, wherein the barrier layer and one surface of the raw paper are compounded. The aluminum-free cigarette lining paper is characterized in that the barrier layer is a barrier coating of a coating containing the following components in percentage by weight: 5%-40% of polyvinyl alcohol, 5%-25% of agar, 0.05%-5% of sodium borate, 0.05%-5% of boracic acid and 30%-85% of water. The production method comprises the following steps of: an unrolling process, a coating process for coating the unrolled raw paper, and a drying and solidifying process for drying the coating. The production method is characterized in that a screen roller directly contacts the raw paper and the rotating direction of the screen roller is opposite to the feeding direction of the raw paper so that reverse coating is formed in the coating process. The aluminum-free cigarette lining paper disclosed by the invention is low in cost, easy to produce, recyclable and degradable and can meet the barrier property requirement of cigarette packaging.
