Governance, has entered into public administration literature in the 1990s. After these years, governance has been the subject of various scientific publications. Improving literature on governance in public administration has brought into question about the applicability of governance to public administration. Independent regulatory agencies and regional development agencies have been considered as another concept in the classic public administration organization. In this context, the subject of this study is the transformation of government to governance in public administration. To accomplish this goal, the Supreme Environment Committee has examined in terms of actors.
