State-owned enterprises from traditional management mode of performance management,the implementation process in a lot of problems,mainly manifested in the performance management:simple examination is equivalent to the performance appraisal target system ;performance as performance appraisal ;influenced by subjective ;human resources management work on the basis of weak ;the result of lack of effective application and returns with the staff relations between the weak.the performance management has low efficiency of the problem,we should charge a small part in every beginning of the union state shall,digested and absorbed and innovation ;the establishment of a comprehensive scientific assessment,the qualitative and quantitative human resources to integrate ;basis work and the establishment of the integrated performance management system performance and establish communication ;the importance of performance feedback mechanism ;the strengthening of the staff motivational wait five areas of policy measures to improve the management of state-owned enterprises.
