EC COST 301--ORGANISATION FOR TRAFFIC MANAGEMENT, PART 1: EXTRACTS FROM THE MAIN REPORT, VOLUME 3

Extracts from Volume 3 of the main report on the COST 301 Project are presented. The volume deals with the organizational environment within which vessel traffic services operate. Sections concern uses of the sea; where boundaries lie with respect to various interests; the obligations of flag states and vessels; international and regional organizations active in the area of vessel traffic service; and the identification of remedial traffic management functions, defined as ones intended to reduce the effects and consequences of incidents that occur.
