Estudio legal y estrategias sobre vinculación universitaria con la colectividad, Caso Ecuador

Higher Education Institutions (IES) are required to boost teaching activities and their relationship with the society, therefore it is also necessary an arduous work of the government in office. For this reason, the synergy that the state, the university, and the community must achieve, is mentioned and explained in this study through the application of the triple helix model. The main objectives of this study are to analyze the way in which Higher Education Institutions of Ecuador apply the regulations from the legal and structural point of view; and analyze the cases and facts as for the relationship with the community of those universities classified as A and B categories in Ecuador, as well as the activities of the three most important universities in Europe. The methodology applied corresponds to the documentary type, since it started with the collection and analysis of documental information. Special use was made of legislation, decrees, statutes, and social or legal prescription.  With regard to the strategies, a thorough review of the triple helix model is carried out, its implications, advantages, and disadvantages, such as academic mobility and, in a general, the relationships of all the mentioned with the University substantive functions. The research concludes by explaining the compliance of the relationship with the community laws and policies, and the use of a strategic alliance among the State, the University, and the Community. In the case of Ecuador, the experiences of European Universities are considered, the efforts are being directed towards linking objectives and must be complemented to the extent of the possibilities with the strategies implemented in Europe.
