The rescue response to major incidents such as sinking cruise ships, floods and tsunamis requires the deployment of a large number of resources, often from different organisations and sometimes even from different countries. The level of technical capability and the numbers of trained personnel required in incidents of such magnitude are almost impossible to be met by one operational organisation, due to the low frequency of the event occurring.
