The invention provides a biodegradable high-molecular conductive composite material and a preparation method thereof, and relates to the technical field of preparation of high-molecular conductive composite materials. The method comprises the following steps: adding polycaprolactone, polylactic acid and carbon fibers into an internal mixer, internally mixing under a condition that the rotor shearing speed of the internal mixer is 25-50s and the temperature is 170 DEG C, and molding by means of mold pressing. In the formed composite material, a polycaprolactone disperse phase is welded on lap joints of carbon fibers, so that a firm network structure of the carbon fibers is formed in the polylactic acid substrate. According to the method, the conductivity of the composite material is greatly improved, and the composite material can be widely applied to electronic industry, universal field and many engineering fields.
