Control Over Obligations at Washington Headquarters Services

Abstract : We conducted the audit in support of our annual audit of the DoD Agency-wide financial statements for FY 1999, as required by the Chief Financial Officers Act of 1990, as amended by the Federal Financial Management Act of 1994. The DoD Agency-wide financial statements include financial statements for a reporting entity entitled "Other Defense Organizations-General Funds." This report is the second in a series of reports discussing accounting for selected Other Defense Organizations. The first report dealt with recording and reviewing obligations for the Defense Advanced Research Projects Agency, the Ballistic Missile Defense Organization, and the Joint Staff. The Washington Headquarters Services is a Defense field activity supporting the Office of the Secretary of Defense, which is included in Other Defense Organizations - General Funds. During FY 1999, the Washington Headquarters Services received $2.4 billion in funding and reported $1.9 billion in obligations.
