As dificuldades para a participação de assentamentos rurais no Programa Nacional de Alimentação Escolar (PNAE): o caso de Itapeva/ SP

The National School Feeding Programme (PNAE) is regulated by Law No. 11.947 / 2009, effective from 2009, which states that at least 30% of the funds transferred by the National Fund for Education Development (ENDF) to municipalities for school feeding should be to purchase food coming directly from family farmers. However, many municipalities and farmers so far not joined the program and those who joined struggling to meet the operational requirements Pnae. Therefore, this article was meant to examine the difficulties of rural settlements to participate in the Pnae the municipality of Itapeva, located in the southwestern region of the state of Sao Paulo, Brazil. To this end, if collected, with the use of semi-structured interviews, together with formal organizations of family farmers of the settlements participating in the program at the time of the survey and municipal officials responsible for implementation and enforcement of the Act, systematized information on the difficulties faced. It was possible to understand the main difficulties for participation in Pnae the selected municipality.
