The Municipal Road Plan is an instrument or tool for planning and organizing work in the formulation of projects and prioritization of investments, which must be constituted for the development and implementation of road infrastructure projects in general and of road management in particular, with the purpose of improving mobility conditions through the integration of road networks that serve the interests of the population of the municipality. The municipal road plan is a set of actions aimed at the generation of plans, designs and operation of the infrastructure in order to guide the orderly development of the road infrastructure, traffic and transport of a municipality; This administrative instrument will allow the municipality to obtain support in the definition of the technical environments that must prevail in the network and how to request resources for investment in the transformation of the conditions that limit the level of service offered. Therefore, a municipal road plan will respond to the specialties and particularities of the municipality, adjusting to the instituted planning plan, considering the characteristics of its road network, the competences and functions established in the current regulatory framework and the availability of resources for its transformation, so that its implementation allows the improvement of the welfare of the target population. Over the years urbanization and economic development of urban areas leads to growth in both the demand for infrastructure improvement and increased road traffic. These types of situations have led, in numerous population centers, the saturation of their road network, the emergence of declining population centers and deficit networks for transit and transport, thereby demonstrating that without a suitable plan, smaller cities or towns they are being exposed to an inevitable degradation in the quality of life of their inhabitants. Degradation due to deterioration in environmental quality, progressive increases in travel times and the consequences caused by slow mobility, subject to acoustic problems, accidents, pollution, etc. For this reason, it is pertinent to implement measures aimed at improving the movement of all people throughout the area, be it urban or rural, through a set of coherent and coordinated measures, which can be measured and easier to implement and with a lower cost most of the time, with a visible improvement in the movement of people and help in achieving the general objectives of management, among which we can mention:  Optimize the capacity and operation of the existing urban road infrastructure.  Ensure adequate accessibility to urban activities by all urban groups (pedestrians, passengers, drivers). 19  Protect the urban environment and all its inhabitants from the negative effects of traffic (accidents, noise, pollution, segregation, aesthetic impacts). If it is then desired to meet future transportation needs, especially in the urban area of ​​the municipality, an organized process must be carried out to prepare to meet them. It is proven that the road infrastructure is of paramount importance for the socioeconomic development of the populations, because through them the economy of the municipality is structured, and, therefore, good planning generates competitive, economic and social standards in the municipality which directly influences the improvement of the quality of life of the inhabitants. Based on the knowledge of current needs and making forecasts of a future situation, associated with expectations of development and availability of resources that, because they are scarce, justify the organization of municipal development in the economic and mobility of its environment.
