School truancy is considered one of the early predictors of school drop-out and serious delinquency or criminal behavior. The primary goal of this study was to examine the policies and programs regarding school truancy for the U.S.A, Germany, the U.K. and Japan. In addition, this study analyzed Korean policy in terms of school truancy compared to more effective cases in other countries. As a result, this study suggested an improvement plan for Korean school truancy policy and approach. First, it required the systematic data collection for student truancy and building an integrated database to construct a school absenteeism monitoring system. Second, it required the enhancement of parental and school authority legal responsibility for the improvement of school absenteeism. Third, it required more specific and targeted interventions designed to meet the needs and risk factors associated with school absentee adolescents. This study has implications that emphasize the importance of predictive intervention for adolescent school truancy.
