The present invention relates to a system for complying with a power-grid allowable power generation capacity in an open sea area test site for an ocean energy device using a load bank in order to, when power exceeding the power-grid allowable power generation capacity has been generated in the open sea area test site, consume the excessively generated power through the load bank and link, to a grid network, only as much amount of electric energy as the power-grid allowable power generation capacity, the system comprising: a plurality of ocean energy generating facilities installed in the ocean to acquire energy generated in the ocean; a submarine cable for transmitting acquired energy from the ocean energy generating facilities; a first transforming station for detecting an amount of energy acquired from the ocean energy generating facilities through the submarine cable to consume excessive energy and transform acceptable energy corresponding to the power-grid allowable power generation capacity into electricity; a land cable for transferring electricity input from the first transforming station; and a second transforming station for receiving electricity corresponding to the power-grid allowable power generation capacity transferred through the land cable, and transmitting to a power-grid, such that the cost needed for expanding a power-grid allowable power generation capacity can be reduced, and the time required for a licensing procedure can be saved.
