Az osztrák élelmiszer-gazdaság működésének és sikereinek elemzése = Analysis of the operation and success of the Austrian food economy

A tanulmany az osztrak elelmiszer-gazdasag sikertenyezőinek feltatasanak celjabol irodott. A sikeresseg kiindulasi alapjanak azt tekintettuk, hogy az elelmiszer-gazdasagban tevekenykedő vallalkozasok megfelelő jovedelmet kepesek realizalni. Megvizsgaltuk, hogy ehhez milyen makrogazdasagi, kornyezeti, tarsadalmi es kozigazgatasi tenyezők jarulnak hozza. Első lepeskent osszehasonlitottuk Magyarorszag es Ausztria mezőgazdasagi es elelmiszer-ipari termelesenek hatekonysagat es jovedelmezőseget, majd elemeztuk a ket orszag belső fogyasztasat es elelmiszer-kulkereskedelmet. Ezt kovetően tanulmanyoztuk az osztrak adorendszert, a tamogataspolitikat, az egyuttműkodesek, valamint a szaktanacsadas rendszeret. Megkozelitesunk termekpalya-szemleletű volt, azaz az alapanyag-termelest es feldolgozast egyutt tekintettuk at, emellett ismertettuk a kiskereskedelem műkodeset es az osztrak ellenőrzesi es vedjegyezesi rendszert is. Jelentesunk elkeszitesehez szeles korű szakirodalmi attekintest vegeztunk, emellett tobbfele adatbazisra (Eurostat, KSH, Austria Statistic, OECD stb.) tamaszkodtunk. Legfőbb megallapitasunk, hogy az osztrak elelmiszer-termeles sikeresnek tekinthető, hiszen a szektorban resztvevők jo jovedelmi helyzetben vannak, emellett az agazat multifunkcionalis teljesitmenye is magas szintű. Ennek oka reszben az orszag kedvező makrogazdasagi helyzeteből adodik, de a mezőgazdasagi adorendszer, a tamogataspolitika, a termelők onszerveződese, a magas szintű vertikalis es horizontalis integracio, a kivaloan műkodő vedjegyezesi, szaktanacsadasi es oktatasi rendszer is hozzajarul a sikerhez. = The study explores the reasons for the success of the Austrian food economy. Our starting point was that an economy is successful if the stakeholders in the sector realise acceptable levels of profit. The research investigated how macroeconomic, environmental, social and administrative factors support the profitability of the sector. As a first step the effectiveness and profitability of agriculture and food processing in Austria and Hungary were compared, then the domestic consumption and external trade of the two countries were analysed. After this the Austrian tax and subsidy system, and the cooperation and the extension service were researched. During the analysis the value chain approach was used; in other words, both the production of raw materials and the processing sector were investigated. Furthermore, the operation of the retail and the trademark system were described. Several databases were used during the analysis (Eurostat, HCSO, Austria Statistics, OECD etc.). The most important result from our research is that the Austrian food economy is successful as all the stakeholders in the sector achieve remarkable levels of profit, and in addition the multifunctional performance of the sector is at a high level. This is partly due to the favourable macroeconomic environment but also to the good tax and subsidy system, the cooperation of the stakeholders, the good horizontal and vertical integration in the sector, the well-performing trademark system, the extension service and the good level of education.
