The invention relates to a charging control system and a charging control method of an electric motor vehicle, wherein the charging control system comprises a battery management system, a controller, a communication module and a charger control unit. The battery management system collects relevant parameters of a power battery in the electric motor vehicle. The controller is electrically connected with the battery management system to produce feedback information according to the relevant parameters of the power battery. The communication module is electrically connected with the controller to send the feedback information to a mobile terminal through communication networks, wherein after the mobile terminal receives the feedback information, a user sends control information through the mobile terminal according to the feedback information, the communication module receives the control information sent by the user and sends the control information to the controller, and the controller turns the control information into control instructions. The charger control unit is electrically connected with the controller to receive the control instructions and decide whether a car charger of the motor vehicle is opened or not according to the control instructions.
