The invention aims to control interference from the home base station network in an uplink on a macro base station network through controlling the transmitting power of home base station users in the uplink OFDMA home base station double-layer network. Effective capacity is introduced as an optimization objective to ensure a certain statistical time delay QoS. The control process is modeled to be a Stackelberg game, the macro base station serves as the leader, the home base station users serve as the followers, and interference received in each sub channel of the macro base station is controlled within a certain range, and the upper limit is Q. The macro base station prices interference from the home base station users, and non-cooperative game is carried out on all access home base station users at the interference price. The final optimization objective is that the macro base station receives profits as large as possible so as to better control cross-layer interference; and each of the home base station users acquires the effective capacity as large as possible so as to ensure the constant arrival rate of the user in a certain statistical time delay QoS condition.
