Wrinkles and unevenness are suppressed even when the outermost surface layer of a photosensitive layer is made thicker, the mechanical strength of the outermost surface layer is high, the ghost resistance is excellent, and electrical characteristics and image quality characteristics due to repeated use over a long period of time. The present invention provides an electrophotographic photosensitive member in which deterioration of the toner is suppressed and an image can be stably obtained. At least one selected from a guanamine compound and a melamine compound and at least one substituent selected from —OH, —OCH 3 , —NH 2 , —SH, and —COOH is used as the outermost surface layer of the photosensitive layer. And a solid content concentration in the at least one coating liquid selected from a guanamine compound and a melamine compound is 0. 1. An electrophotographic photoreceptor, wherein the electrophotographic photosensitive member is 1% by mass or more and 5% by mass or less and a solid content concentration in at least one coating liquid of a charge transporting material is 90% by mass or more.
